Prohibits elementary and secondary schools and institutions of postsecondary education from being members of athletic organizations that allow students to use performance enhancing drugs
Provides that transportation network companies shall not be held vicariously liable based on reasons specified in the act, provided certain conditions are met
Requires state departments to report on obsolete administrative entities, repeals certain administrative entities and repeals and reassigns duties for certain other administrative entities
Prohibits municipalities from creating or enforcing rules preventing school district property from being sold, leased, or transferred to a charter school
Establishes the Missouri Task Force on Safety and Security for Nonprofit Organizations to study the security needs of and provide grants to nonprofit organizations at risk of terrorist attacks in Missouri
