Computer Information Technology Specialist I-II

DEFINITION:
This is an advanced professional, technical and consultative position with work in the support and coordination of computer information technology services and activities.

Position provides support and coordination of computer information technology services for the Senate. Position provides technical expertise in computer systems analysis and design; database and/or network administration; systems programming and other computer information technology functions. Works under the general direction of the Computer Information Systems Director.

DUTIES AND RESPONSIBILITIES:
Provides technical expertise in computer systems analysis and design; database and/or network administration; systems programming; and/or other computer information technologies specialties.

Provides guidance and training to other personnel.

Provides customer or technical support for systems.

Provides technical support for both internal and external organizational computer systems.

Supports applications that span multiple platforms.

Designs, writes, maintains, documents and tests complex computer programs and clearly defined segments of highly complex programs.

Develops quality control procedures and hardware and/or software standards.

Assists in the research, review, recommendation, and preparation of requests for proposals and/or bid specifications for hardware and/or software purchases.

Assist in computer systems disaster recovery plan maintenance and implementation.

Designs procedures for preserving data integrity.

Performs other related work as assigned.

ESSENTIAL KNOWLEDGE AND ABILITIES:
Considerable knowledge of the principles of computer programming and systems analysis, design, testing and documentation.

Considerable knowledge of the general operating principles and capabilities of computer hardware and software.

Considerable knowledge of software reference libraries and related utility programs.

Considerable knowledge of computer security systems and procedures.

Considerable knowledge of computer networking and telecommunications.

Considerable knowledge of computer operating systems.

Considerable knowledge of database management systems.

Working knowledge of the principles of disaster recovery.

Working knowledge of the procurement process.

Technical experience in coding windows forms and web apps using VB.net and/or C#.

Working knowledge of ASP.NET, SQL, IIS, HTML and WordPress desired.

Experience with XML is a plus.

Ability to prepare and maintain standards, policies, procedures, guidelines and technical
manuals.

Ability to troubleshoot and resolve hardware and/or software problems.

Ability to communicate effectively.

Ability to train and assist-experienced personnel.

Ability to establish and maintain effective working relationships.

TRAINING AND EXPERIENCE:
Bachelor’s degree and four years experience in computer information technology. Five years of experience in programming, network administration, systems analysis and design, or closely related field may be substituted for required education.

Copy Room Clerk

DEFINITION:
The position is session only, from January to May of each year. The candidate will not accrue more than 1040 hours per year under this position. The candidate must be able to work frequent late nights. Additional hours may be required from June through December during veto and extraordinary sessions.

DUTIES AND RESPONSIBILITIES:
Organizes work, coordinates workflow, establishes priorities, sets deadlines and reviews work for accuracy, timeliness and conformance with instructions and standard practices.
Performs other related work as required.

ESSENTIAL KNOWLEDGE AND ABILITIES:

  • Knowledge of or ability to quickly understand the framework of the legislative process.
  • Ability to work under pressure of frequent deadlines, manage time effectively and meet established time schedules.
  • Ability to operate personal computer including applications such as Microsoft Word, Microsoft Excel and other applicable software.
  • Ability to understand and follow moderately complex instruction and directions.

Joint Committee on Public Employee Retirement:
Executive Director

The Joint Committee on Public Employee Retirement (JCPER) is a bipartisan, bicameral committee responsible for providing the Missouri General Assembly with information, analysis and recommendations concerning Missouri’s 120+ public employee retirement systems. The JCPER conducts annual reviews and analysis of all state and local government retirement systems to determine necessary recommendations for changes in statutory law. The JCPER responds to fiscal note requests on all retirement related legislation providing pension impact statements identifying the actuarial impact and disclosure of the amortized funding obligations. The JCPER prepares reports on pension issues including an annual report on the financial condition of retirement systems.

Roles and Responsibilities:
Perform annual analysis of state and local government retirement systems through review of the actuarial valuation, comprehensive annual financial reports, audit reports, consultant reports and third-party provider reports,
Ensure proper disclosure requirements are met on state and local level in compliance with statutory provisions of Chapters 21 and 105, Revised Statutes of Missouri (RSMo),
Provide guidance and advice to professionals such as attorneys, actuaries and consultants concerning plan conversions and modification in compliance with state and federal laws,
Conduct intensive studies of potential or existing problems that threaten the actuarial soundness or inhibit an equitable distribution of benefits,
Maintain in-depth records for individual political subdivisions related to underfunding with potential credit rating implications,
Thorough knowledge of the legislative process and the procedures involved at each level,
Provide policy, practices and legislative recommendations to the General Assembly and political subdivisions,
Prepare and present at the JCPER’s four quarterly meetings;
Provide public testimony for information purposes in House and Senate committees,
Review actuarial valuations and financial statements for compliance with actuarial and accounting standards,
Conduct educational sessions for committee members, pension associations and political subdivisions upon request,
Maintain comparative information relative to benefits, creditable service, financing and administration of systems,
Provide notification to state and local government plans concerning federal and state regulatory changes.

Specialized Requirements:
Knowledge of the principles, practices, systems, processes, methods and legal issues pertaining to pension plan management and related accounting, auditing and administration,
Knowledge of federal, state, and local laws, city ordinances and other applicable regulations, policies, standards and requirements, as well as judicial and regulatory body decisions governing or related to the fields of pension plan management,
Knowledge of Governmental Accounting Standards Board (GASB), with extensive understanding of Statements No.’s 67, 68, 74 and 75,
Maintain member confidentiality, exercise good judgment and discretion, political savvy and expertise.

Public Contract:
Effective relationship with public and agency contacts, interacting frequently with officials and employees of state and local government, pension plan Boards of Trustees, plan representatives such as actuaries, attorneys, accountants and investment consultants, boards and commissions of state and political subdivisions as appointed or assigned providing resource and advice concerning fringe benefits.

Supervision Exercises:
Assigns, directs, supervises and evaluates the work of Committee staf

Organizational Status:
Under the direct supervision of and responsible to the Committee chair. Accountable to all members of the Missouri General Assembly, in particular the members of the Committee.

Bachelor’s Degree required. Salary commensurate with education and experience.

Journal Production Clerk

DEFINITION:
This position requires a combination of clerical and technical skills in the preparation of various materials for publication.

An employee in this class performs typesetting and layout of a number of materials for publication utilizing both computerized and/or manual methods. Primary responsibility during session is the preparation of the daily journal for publication. Employee also performs design and layout of letterhead, notepads and business cards, Senate Rule Book, seating chart, members roster, Senate standing committees list and meeting schedules, special invitations and official Senate programs, assist in the typing and proofing of the bills and resolutions, and periodically works on directories and other constituent services materials being printed. Works under the general supervision of the Secretary of Senate.

DUTIES AND RESPONSIBILITIES:

  • Typesets and edits copy of the daily journal for printing.
  • Electronically distributes calendar attachments to members and staff during session.
  • Assist with input of members’ voting records.
  • Designs and performs layout work of letterhead, notepads, business cards and other publications previously noted materials as needed.
  • Assists in the typing and proofing of bills and resolutions.
  • Assists in the typing, layout and proofing of directories and other constituent publications when called upon.
  • Assist with mass mailings and other printing tasks as needed.
  • Perform other related work as required.

ESSENTIAL KNOWLEDGE AND ABILITIES:

  • Skill in typing accurately from rough draft or plain copy.
  • Skill and accuracy in proof-reading journals and bills.
  • Knowledge of spelling, business English, punctuation and vocabulary.
  • Knowledge of word processing and/or publishing software.
  • Ability to work under pressure of frequent deadlines with long hours.
  • Ability to manage time effectively and meet established time schedules.

Security Specialist (Part-Time)

DEFINITION:
This is a highly professional position responsible for developing and coordinating security activities and protocols for the Missouri Senate. Position will provide expertise regarding security matters and work with senators and staff to develop processes to enhance security efforts for senators, staff, and those visiting the Missouri Senate. This is a part-time position during the legislative session (January to May).

DUTIES AND RESPONSIBILITIES: 
Assists in senate security requests with Department of Public Safety’s Capitol Police, Cole County Sheriff’s Office, and the Highway Patrol.
Assists in threat and risk assessments and informs law enforcement officials of threats as necessary.
Assists in safety and security recommendations to secure the senate chamber, senate gallery, senate committee rooms and other senate spaces.
Assists in security training courses and materials for senators and staff.
Develops security protocols and processes for appropriate actions in cases of disruptive behavior including active shooter preparedness.
Assists the Senate Sergeant-at-Arms and doorkeepers with maintaining order during senate sessions and committee hearings.
Position will be armed and have investigative authority.
Reviews space plans for any future renovations for security purposes.
Ability to sit and stand for several hours at a time.
Ability to work as needed with minimal notice and extended hours.
Excellent written and verbal skills.
Performs other related work as assigned.

TRAINING AND EXPERIENCE:
Graduation from an accredited four-year college or university with a Bachelor’s degree with ten years of progressively responsible experience in a law enforcement or military setting. Years of experience can be substituted for a Bachelor’s degree. Candidate should be POST certified or have the ability to be certified and must pass background and other related checks and evaluations.
