Senator Dan Brown’s Legislative Column


This year, we have had three legislative sessions: one regular session and two extraordinary, or extra, sessions. Most of our legislative work is done during the regular session. The Missouri Constitution allows the governor to call the Legislature into session for extraordinary occasions. During these sessions, we passed major reforms that will strengthen our commitment to our schools and protect employees while creating a better climate for businesses to grow and provide jobs. So I have listed some notable bills and their summaries from the regular and first extra sessions. Because the General Assembly is currently working to pass legislation for the second extra session, no bill has been presented to the governor. But you can view the bills that have been filed in the House and the Senate.




2017 Regular Session

HB 2 Fully funds the Foundation Formula, providing school districts with more than $3.4 billion for Fiscal Year 2018 Signed by governor
HB 130 Creates a statewide regulatory framework so ridesharing companies, such as Uber and Lyft, can operate and expand into Missouri communities Signed by governor
HB 151 Ensures Missouri residents can board domestic flights and enter military bases and federal courthouses with REAL-ID compliant IDs Signed by governor
HBC 3 Unused funds in boards’ and agencies’ budgets would be put toward paying for in-home and nursing care services for senior citizens Vetoed by governor
SB 19 Prohibits employers from requiring that employees join or be associated with a labor organization as a condition of employment Signed by governor
SB 43 Changes the standard concerning unlawful discrimination from a contributing factor to a motivating factor Signed by governor
SB 52 Requires colleges and universities to develop and implement policies and programs that promote suicide awareness and prevention Signed by governor
SB 108 Grants reemployment rights to Missouri employees who are called to activity duty by the Armed Forces or National Guard of another state Signed by governor
