JEFFERSON CITY — As Missouri senators return to the Capitol for the second half of the 2016 legislative session, several measures are yet to be decided. Among these is Senate Bill 1036, which would require the Missouri Department of Public Safety to establish a pilot program in St. Louis to address the violent crime rate there.
