Hello from your favorite Senator Angela Mosley!

I am excited to share the House Crime and Public Safety Committee held a hearing for my Senate Bill 1652 last week. This bill establishes the Office of Missing and Murdered African American Women and Girls. Currently, a task force has been hard at work monitoring and gathering information on why there continues to be a growing number of missing women in communities across the state. This bill is the natural progression of that taskforce. It is time action is taken. This is how that happens.

In addition, this bill creates the Phoenix Alert System which is designed to notify people the same way an Amber Alert would but would be used to help identify and locate abducted or missing African American women and girls.

I believe these two provisions together will help provide the protection these woman and girls need.

Our Personal Property Tax and Senior Tax Freeze Town Hall was a great success! The speakers provided valuable, informative insights, and, most importantly, attendees were able to get their questions answered and receive the help they needed. That’s what this is all about—making sure our community has access to clear information and real support.

I want to take a moment to also discuss House Joint Resolution 173 & 174 which has passed the general assembly and will be on the ballot later this year. If passed by voters, this would allow lawmakers to raise sales taxes in an effort to eliminate the state income tax, a measure I believe benefits those who make the most in our state and hurts those who make the least. From how I understand the bill, this measure could ultimately raise sales tax by nearly double the current amount on health care, gas and food.

Seniors and disabled veterans would be hit the hardest since they already do not pay income tax but would be squeezed by having to pay additional sales tax.

This measure also runs counter to the ballot measure established in 2016 when voters passed a constitutional amendment to prevent new sales taxes from being established on untaxed services without a vote of the people. This bill would give the legislature carte blanche authority to change the sales tax as they saw fit and could result in the largest tax increase in Missouri history.

When the time comes to vote on this matter, I urge Missourians to have their voices heard and vote no.

Finally, I have included the bills that made progress in the Senate last week below.

Perfected:

Senate Bill 1012: Restricts and regulates artificial intelligence programs.

Passed in the Senate:

Senate Bill 916: Provides protection to contractors working on behalf of MODOT.

Senate Bill 1410: Modifies the process of paying property taxes to allow installment payments and set hard deadlines.

House Bill 2818: Allows St. Joseph to annex their city airport within the city boundaries.

Truly Agreed and Finally Passed:

Senate Bill 834: Requires disclosures from buyers for any leaseback transactions.

Senate Bill 938: Modifies fees for recorders to pay for land surveying.

House Bill 2108: Authorizes the sale of land in Jefferson City and Nodaway County.

House Bill 2366: Places a liability on contractors who knowingly employs illegal immigrants.

House Bill 2593: Provides programs to help and recognize Missouri National Guard members.

House Bill 2637: Modifies the juvenile justice system, increasing penalties and modifying sentencing.

House Bill 2974: Allows certain professions, like dentists and athletic trainers, to more easily transfer their licenses to Missouri.
