Senator Joe Nicola Says Property Tax Bill Lacks Real Reforms
“Missourians needed relief—not last-minute administrative changes.”
JEFFERSON CITY — State Sen. Joe Nicola, R-Grain Valley, says he believes the Missouri Senate has failed to deliver meaningful real property tax reform, and is concerned it’s too late in session to provide actual relief for Missouri families.
“Property tax reform was a priority of the Majority Caucus’s when session began, yet the actions of that caucus as a whole this session say otherwise,” Sen. Nicola said.
The Senate passed Senate Bill 1410 & 853, but Sen. Nicola claims the legislation focused largely on administrative changes rather than lowering property tax burdens. Two adopted amendments further weakened taxpayer protections, leading Sen. Nicola to vote against final passage.
The bill included revisions to ballot language requirements, classification rules and changes to the way Hancock Amendment rollbacks are made, but did not directly address any tax relief for Missourians who are suffering.
Senator Nicola emphasized that families—especially in Jackson County—are still facing record-high assessments that are forcing difficult financial decisions.
“Missouri families don’t need more process—they need relief,” said Senator Nicola. “We had the opportunity to make real change, and we missed it. Property rights are key to liberty. When people are taxed out of their homes, government has gone too far.”
During debate, Senator Nicola offered multiple amendments aimed at delivering real, practical relief for taxpayers. Each was voted down. One amendment was tabled by a fellow member of the Majority Caucus before it was read. It was not discussed on the floor, and members of the Senate did not know what was in the amendment.
Key Amendments Offered by Senator Nicola
- 15% Cap on Assessment Increases — Limits large spikes in residential property valuations, helping prevent sudden, unaffordable tax hikes.
- Transparency in Property Valuation — Requires disclosure of methods and data used in assessments, giving taxpayers clarity and a fair chance to appeal.
- Inspection and Notification Requirements — Strengthens notice and inspection standards before valuation changes, improving accuracy and accountability.
- Lowering Property Valuation Ratio Standards — Lowered the minimum standard for valuation requirements from 90-110% of market value to 80-100% of market value, promoting fairness statewide.
- Inclusion of Jackson County in Relief Measures — Extends relief options to counties previously excluded, ensuring equal treatment for affected communities.
- Strengthened the Hancock Amendment – Corrected loopholes created in the underlying bill, ensuring the tax burden isn’t unfairly shifted to certain classes of property owners.
In addition, Senator Nicola’s Senate Bill 919 — which included broader property tax reforms —was brought to the floor but was ultimately laid over without a path forward.
Jackson County continues to face some of the most severe impacts from rising assessments. While 97 of Missouri’s 114 counties were given relief options during last year’s special session, Jackson County was excluded.
“Families in Jackson County have been hit the hardest, and they were left out,” Sen. Nicola said. “That’s not fair, and not acceptable.”
Senator Nicola reaffirmed his commitment to pursuing real property tax reform, both at the state level and in coordination with local officials. He noted that while meaningful legislation is unlikely to pass this session, the issue will remain a top priority moving forward.
“This issue is about more than policy—it’s about people.”
