HS/HB 971 - This act allows St. Louis City to construct, reconstruct, or expand its airport or landing field on property owned by the City of St. Louis notwithstanding any land use plan or applicable zoning of any home rule charter city as defined under Article VI, Section 19 of the Missouri Constitution with a population of at least 8,000 and no more than 20,000 inhabitants located in St. Louis County. The provisions of this act expire upon the completion of construction, reconstruction, or expansion of runways, terminals, and concourses.

Under current law, no airport or landing field may be located or established in any city or county in violation of any plan, master airport plan, or zoning regulations adopted by the planning commission of the city or county.
