SCS/HB 846 - This act allows the Commissioner of Administration to waive bidding procedures for the Department of Mental Health for the purchase of services for patients, residents, and clients if the Commissioner determines that the purchases can best be made by the Department. The act also prohibits the Missouri Mental Health Commission and the Department of Health from contracting for the redesign of the statewide system of psychiatric and substance abuse treatment services until the redesign is approved by the General Assembly.

The State of Missouri and local political subdivisions are prohibited from entering into any contract or arrangement for taxpayer audits if compensation for the auditing person or firm is contingent upon the amount assessed against the taxpayer. Contracts or arrangements made after the effective date of this act which violate this provision are void and unenforceable. This provision is also contained in SCS/HCS/HB 389.
