HB 778 - This act establishes the Missouri Educational Employees' Memorial Scholarship Program. The program shall provide scholarships for the children or legal dependents of Missouri educational employees who die after the effective date of this act and who were employed by a Missouri school district at the time of their death. A dedicated state fund is established to receive the funds used to provide the scholarships.

The Coordinating Board for Higher Education shall administer the scholarship program and make awards to full-time or part-time undergraduate students to attend an approved public or private institution of higher education in Missouri. Employees of public school districts may choose to have one dollar or more withheld from their paycheck to be donated to the scholarship fund.

To be eligible for a scholarship, a student shall be at least 17 years of age, a U.S. citizen, a Missouri resident and enrolled or accepted at an approved public or private institution. The student shall demonstrate financial need and shall be the child or dependent of a participating Missouri educational employee who was enrolled in and regularly contributing to the program for at least one year; except that this one year requirement shall not apply to persons enrolled during the first year of the program or to persons employed for less than one year.
