SCS/HCS/HB 60 - Under this act, retired military license plates may be obtained for commercial motor vehicles licensed for a gross weight not in excess of 18,000 pounds (certain pick-up trucks) as well as noncommercial vehicles. Military plates will not be subject to the fee charged for personalized plates. All military plates, except the Congressional Medal of Honor, Retired Military plates, and the Prisoner of War plates, will cost $15 in addition to the regular registration fee. There will no longer be a limit on the number of military plates a person may obtain as long as each set is issued for vehicles owned solely or jointly by the person. The act authorizes new plates for any person who has been awarded the military service awards known as the "Bronze Star" or the "Silver Star". The act also authorizes a new plate for any person who has been awarded the combat medic badge. The Retired Military plate provision is similar to SB 115 (1999).

This act also allows an individual to obtain a professional sports team license plate after paying a $35 contribution to the sports team. The professional sports team license plate will cost $15 in addition to the regular registration fees.

This act allows individuals to get special license plates to help the Wilson's Creek National Battlefield Foundation. A $25 emblem use contribution will be made annually to the Foundation by any individual wanting the special plates. All other normal fees will apply, including the fee for personalized plates. This is similar to SB 51 (1999).

This act allows a person who has been awarded the distinguished flying cross medal to apply for a specialized license plate. The plate will cost $15 in addition to other registration fees. No fee shall be charged for the issuance of personalized distinguished flying cross plates.

This act allows a person to apply for a Missouri Federation of Square and Round Dance Club license plate. Any person desiring such a plate shall pay a $5 emblem use-contribution to the Missouri Federation of Square and Round Dance Clubs and pay, in addition to regular registration fees, the fee required for personalized license plates.

This act authorizes the Missouri State Highway Patrol to inspect homemade trailers. If the Missouri State Highway Patrol conducts the inspection, rather than the county sheriff, the $10 inspection fee will be deposited in the state highway fund. After obtaining a certificate of inspection and paying all applicable fees, the Department of Revenue will issue the homemade trailer owner an identifying number plate. This portion of the act is similar to Senate Bill 500 and SB 498 (1999).

This act establishes the Missouri Respect Life Commission and the Missouri Alternatives to Abortion Fund. The Commission consists of thirteen members, four appointed from the General Assembly and one member from each of the nine congressional districts. Duties of the Commission are specified, including disbursement of funds from the Alternatives to Abortion Fund which the act creates and which is funded through contributions of $25 or more by vehicle owners who will then receive "Respect Life License Plates." This portion of the act is similar to Senate Bill 217 (1999).

The Director of Revenue is required to make available, upon request by any member of the General Assembly, the names and addresses of contributors to the Alternatives to Abortion Fund from that member's district.

The Commission is required to submit an annual report of its activities to the President pro tem of the Senate, the Speaker of the House of Representatives and the Governor prior to January thirty-first of each year.

This act provides penalties for any person who makes a false statement or declaration to the Director of Revenue.

This act establishes an advisory committee for the Department of Revenue for the purpose of developing guidelines for the issuance of specialized motor vehicle license plates. This committee must direct the Director of Revenue to implement its guidelines for all specialized license plates not later than July 1, 2000.
