HB 541 - This act authorizes the establishment of the Southern Dairy Compact which would enable Missouri to enter into an interstate commission of southern states to maintain the viability of dairy farming in the southern region of the United States.

This Commission and compact would be created when approved by at least two other states and with the approval of the United States Congress.

The Commissions' powers, duties, rule-making procedure, enforcement procedures, and finances are specified in the bill.

The Commission may impose penalties for persons violating the rules of compact in participating states. A state may withdraw from the compact by enacting a repealing statute. However, withdrawal will not take effect until one year after written notification is provided to the commission and the governors of the participating states.
