HB 0514 (Truly Agreed) Revises reemployment provisions of Public School Retirement System and Non Teacher Retirement System

HB 514 - Currently, retired teachers may be employed part-time or as temporary-substitute teachers for up to 550 hours a school year.

This act allows such retired teachers to earn up to 50% of the annual compensation payable under that school district's salary schedule. Additionally, this act also makes provisions for a salary not on the schedule, or if the school district does not use a salary schedule, for new positions and for teachers filling more than one position.

This act allows retired teachers and non-teachers, except those retired on disability, who are reemployed in a position covered by the System to have another membership in the system after a one-year vesting period. The subsequent membership cannot be combined with a previous membership in the System. A member with a subsequent membership cannot receive retirement benefits from the previous membership while in covered employment.

This act also modifies the non-teacher retirement system for certain members who were certified as vocational-technical teachers. Currently, such members must been certified on the basis of having a college degree and work experience. This act states that such certification must be on the basis of having a college degree or work experience.
