HB 426 - This act repeals 20 sections of the Missouri Statutes relating to children and minors. All of the sections are either inconsistent with other more recently enacted statutes or are outdated.

1) Removes the appointment of a metropolitan police officer to a humane society. The police can volunteer to help these organizations.

2) Removes restriction on the type of children allowed to be placed through interstate adoptions. The repealed sections are inconsistent with the Interstate Compact on Child Placement (Sections 210.620-210.640, RSMo) and the Interstate Adoption Assistance Compact (Sections 453.500-453.503, RSMo).

3) Removes sections on "training schools" for minors as they are no longer used.

4) Removes powers granted to mayors and certain judges to require a curfew for minors.

5) Removes power over homes for neglected and delinquent children from the parole board. These provisions are repealed due to inconsistency with the Juvenile Court Act, vesting jurisdiction in the Department of Social Services.

This act is substantially similar to SB 189.
