SCS/HB 1869 - Under current law, the Board of Supervisors of a Soil and Water Conservation District is the governing body of any subdistrict formed within its boundaries. This act vests such authority with the Trustees of the subdistrict, thus the District Board and Commission would act only in an advisory capacity.

The $15 per day cap on appraisal fees for subdistricts is removed and Trustees are allowed to offer bonds for sale to the U.S. Department of Agriculture Rural Development without public offering or bids.

Provisions of HB 1652 are added to the substitute, which changes the composition of the Soil and Water Districts Commission to include three ex officio members and six farmer members geographically dispersed above and below the Missouri River.
