SCS/HB 1596 - This act makes two changes for highway corridors used by the Missouri Highways and Transportation Commission.

COUNTIES - The act expands the number of counties included in the definition of "regulatory authority" in the Highway Corridor Preservation Law. The Highways and Transportation Commission currently may file a corridor map with each regulatory authority, and no building permits or zoning changes may be issued by those authorities within the map area until the Commission reviews them (45 day limit). The Commission is currently required to consult with the regulatory authorities about the appropriate location of the corridor.

There are 18 third class counties which contain part of a lake with over 100 miles of shoreline and which would become a regulatory authority under this act.

NON-USE OF CORRIDOR - If no highway construction begins within 10 years, the Department of Transportation (MoDOT) must dispose of the property required for corridor preservation. The previous property owner shall have a right of first refusal to buy the property at the price which was paid by MoDOT.
