SB 421 - After January 1, 1999, circuit clerks will be appointed rather than elected but the clerk initially appointed will be the clerk holding office on December 31, 1998. The appointment will be made by the judges of each circuit, en banc. In those counties where the circuit clerk also serves as recorder of deeds, the county commission may transfer this function, but if the commission does not do so, the function shall be transferred to the assessor by operation of law.
