SB 420 - This act pertains to the Joint Committee on Administrative Rules. The Committee shall no longer have authority to suspend rules. Proposed rules and final rules shall be filed with the Committee no later than the time they are filed with the Secretary of State.

The Committee may review rules, and upon finding the rule invalid due to one of the five specified factors, the Committee may either recommend that the General Assembly revoke the rule or recommend that the General Assembly initiate action in Cole County circuit court to have the rule declared invalid. The court shall hear any such case within thirty days of the filing of the case and shall render a decision within thirty days following the conclusion of the hearing. Appeals shall be heard within thirty days, and appellate rulings shall be handed down within thirty days.
