SB 196 - This act amends Supreme Court Rule 2, Canon 4,
which relates to quasi-judicial activities. The amendment
specifically authorizes a judge to engage in any conduct
protected by the First Amendment. This act intends to protect a
judge who speaks out about certain problems in the administration
of justice.
