FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of
this proposal.


DESCRIPTION

The proposal would amend Supreme Court Rule 2, Canon 4, which relates to
quasi-judicial activities.  The proposal would specifically authorize a judge
to engage in any conduct protected by the First Amendment.  This proposal is
intended to protect a judge who speaks out about certain problems in the
administration of justice.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
