SB 187 - This act allows the certification of out-of-state teachers. Provisional certification would be allowed to a person with more than 5 years of out-of-state teaching experience in that curriculum area and grade level. Full certification would be allowed after 3 years of teaching in Missouri.

HCA 1 - REQUIRES OUT-OF-STATE EXPERIENCE TO BE WITHIN LAST TEN YEARS. PROVISIONAL CERTIFICATION FOR OUT-OF-STATE EXPERIENCE IS EXTENDED TO ADMINISTRATORS, AND SUCH ADMINISTRATORS SHALL BE REQUIRED TO PASS THE DESE ADMINISTRATOR ASSESSMENT. HCA 2 - REVISES THE MISSOURI ADVISORY COUNCIL OF CERTIFICATION FOR EDUCATORS (MACCE). THE MINIMUM NUMBER OF ACTIVE PUBLIC SCHOOL CLASSROOM TEACHER MEMBERS OF MACCE IS INCREASED FROM FIFTEEN TO SEVENTEEN AND CERTAIN NUMBERS OF SUCH MEMBERS SHALL BE RECOMMENDED BY VARIOUS EDUCATION ASSOCIATIONS DESCRIBED IN THE AMENDMENT. THE HCA AUTHORIZES MACCE TO ADOPT BYLAWS AND REQUIRES MACCE'S RECOMMENDATIONS TO BE MADE TO THE STATE BOARD OF EDUCATION.
