FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of
this proposal.


DESCRIPTION

The proposal would change the required composition of the twenty-five members
of the Missouri Advisory Council of Certification for Educators.  The council
would be required to adopt bylaws.  Their recommendations would be made to
the State Board.  The State Board would be required to furnish in writing
reasons for rejecting the council's recommendations.

The proposal would allow provisional certification to a person, including an
administrator, with more than five years teaching experience from another
state and full certification upon completion of five years teaching in
Missouri public schools.  Such experience would have been obtained in the ten
years immediately preceding application.  Administrators would be subject to
completion of the assessment center.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
