HS/HCS/SB 19 - This act pertains to the confidentiality of motor vehicle records held by the Department of Revenue.

MOTOR VEHICLE RECORDS - The Department of Revenue shall keep a record of every document filed with it. Any personal information obtained by the DOR shall be disclosed to any person requesting it.

Missouri residents shall have the opportunity to close certain personal records maintained by the Department of Revenue. The records concerned are operator's permits, identification numbers, motor vehicle titles and motor vehicle registrations. "Personal information" includes photographs, social security numbers, names, addresses (except zip code) and telephone numbers. The Department of Revenue shall inform individuals of their right to prohibit the disclosure of these records on the forms sent for issuance or renewal of the licenses and registrations.

EXCEPTIONS - Information on accidents, driving violations and driving status will still be public. A number of exceptions are made pursuant to federal law. A general exception is also made to disclose records to persons for use in newspapers, books, or other communications media, provided the information is used in relation to motor vehicle operation or public safety.

EFFECTIVE DATE - September 13, 1997.
