CCS/HCS/SCS#2/SB 445 - This act allows the Department of Social Services in conjunction with the Department of Economic Development to define and certify target areas available for small business investment tax credits.

If the U.S. Congress approves a Block Grant System to fund social programs, this act also allows state agencies, subject to appropriations, to use general revenue funds or in-kind services to provide financial assistance for community action agencies to carry out community action programs. Each agency shall receive a portion of funds available through the Community Services Block Grant Act. The funds will be distributed based on that agency's poverty population in proportion with the state's total poverty population. Poverty levels shall be determined by the Department of Social Services using criteria established by the United States Office of Management and Budget.

If no federal funds are available state funds may be appropriated to state agencies to provide financial assistance for community action agencies to carry out community action programs. The funds will be distributed based on that agency's poverty population in proportion with the state's total poverty population.

This act also allows the Department of Social Services, subject to appropriations, to use, administer and dispose of gifts, grants, in-kind services to carry out the caring communities program. The Department of Social Services may award grants to qualifying entities to carry out the caring communities programs.

The act also requires the Division of Aging to provide information regarding the Missouri Care Options Program. (HB 409).
