SB 163 - This act contains several provisions affecting watercraft. Jet skis are redefined and more closely regulated. Dock owners shall place blue lights on their docks by January 1, 2000. Parents and boat owners are prohibited from authorizing the illegal operation of boats by children under age 12. Guard railings are defined, and flags must be displayed when people are in the water near a boat. RONALD LEONE
