SB 1423 - Under the act, if any state agency develops a plan to reduce statewide carbon emissions from electric generating plants owned or operated by public utilities, the plan shall achieve the reduction goal through electric generation from clean energy sources, as defined in the act, with considerations for specifics described in the act.
