Senate Substitute

SS/SCS/SJR 45 – This Senate Joint Resolution, if approved by voters, would modify the State Board of Education. Currently, the State Board only oversees the public schools in the state. This resolution would grant it supervision of instruction of public education from early childhood through the completion of postsecondary education. The board membership will consist of four at-large members and an additional number of members equal to the number of congressional districts. There will be one member appointed from each district. No more than seven members may be from the same political party, instead of the current four. Members will serve a term of four years instead of the current eight years. The terms of the initial appointees will be staggered. In addition, of the four at-large members, at least one member must have a background in higher education, one must have a background in elementary and secondary education, one must have a background in early childhood education, and at least one member must have a background in economic development.

The board will have powers and duties, including but not limited to the oversight and authority over the budgets for public higher education institutions in the state, except for the University of Missouri, recommending the consolidation and elimination of institutions of higher education, except for the University of Missouri, and recommending the consolidation and elimination of educational programs amongst the institutions of higher education in this state. If the board recommends the consolidation or elimination of any institutions of higher education, the consolidation or elimination will be effective only if the General Assembly approves such consolidation or elimination by concurrent resolution by sixty days after the start of the next legislative session.

Other powers and duties of the board may be prescribed by law.

SA 1 - THIS AMENDMENT PROVIDES THAT THE STATE BOARD OF EDUCATION SHALL SUCCEED THE COORDINATING BOARD FOR HIGHER EDUCATION AND THE DEPARTMENT OF HIGHER EDUCATION. IN ADDITION, THESE CHANGES WILL BE EFFECTIVE JULY 1, 2011.
