HJR 86 - If approved by the voters, this proposed constitutional amendment declares the right of the state's citizens to raise domesticated animals in a humane manner without undue economic burdens imposed by the state. State laws that criminalize or regulate crop production or the welfare of domesticated animals shall only be valid if they are based on generally accepted scientific principles and are enacted by the General Assembly. Nothing in the resolution prohibits or limits the right of any county or city to enact local ordinances and the resolution does not invalidate the state's laws on growing illegal crops.
