SB 1183 - This act modifies the membership on the Missouri Housing Development Commission. The membership of the commission is reduced from 10 members to 9 members. The act eliminates the commission membership positions currently held by the Governor, Lieutenant Governor, State Treasurer, and the state Attorney General. The nine members of the commission shall be appointed by the Governor with the advice and consent of the Senate. The act delineates the qualifications each member must possess (e.g. one member shall be a resident of a dwelling receiving assistance under a program administered by the commission). The Governor shall appoint one member from each of the nine congressional districts. The act also provides that the commission shall adopt a code of conduct which shall govern the conduct of its members. The code of conduct shall, in addition to other ethical matters, address conflict of interest issues. The commission shall also establish conflict of interest rules which require public disclosure of financial arrangements between the commissioners and housing developers. STEPHEN WITTE
