HCS/HB 1347 - This act establishes a Council on Library Development to advise the Secretary of State and the Missouri State Library on matters relating to library service, library policies library programs, and to communicate the value of libraries.

The Secretary of State shall appoint council members to three-year terms and include representatives from both houses of the General Assembly, the public, libraries, trustees and users of state libraries. The act changes the current requirement for state agencies to supply 45 copies of any report to the Missouri State Library to paper copies in the numbers specified by the Missouri State Library. Each state agency is given responsibility to submit publications electronically consistent with the state's enterprise architecture and to determine the format of the publication. The Secretary of State must provide a secure electronic repository of state publications with multiple access methods and establish rules for the selection of participating libraries and the electronic formats acceptable for publications in the repository. The Missouri State Library will administer the electronic repository and continue to publish a list of state publications, regardless of format. Participating libraries, formerly referred to as depository libraries, will ensure that citizens have access to electronic publications and maintain paper copies of designated publications, assist agencies in the distribution of paper copies, and provide training for staff in the use of state publications. Any actions taken must comply with the federal law on the accessibility of information technology for people with disabilities.
