SCS/HS/HCS/HJR 61 - This proposed constitutional amendment submits a proposal to voters regarding funds obtained by the State as a result of any legal settlement or award resulting from a final order in a dispute between the state and tobacco companies. The proposal excludes the funds from the calculation of total state revenues, and designates that 60 percent of the money shall be used for health care and health research; 20 percent for smoking and substance abuse education, prevention and cessation; and 20 percent deposited into a newly created Emergency Budget Reserve Fund. Money in the Fund shall be used for any state emergency, natural disaster or budget deficit, upon a two-thirds vote of the members elected to each house.

SSA 2 FOR SA 1 - IN SECOND QUESTION, DESIGNATES 30 PERCENT OF THE TOBACCO FUNDS USED FOR HEALTH CARE TO PAY FOR PRESCRIPTION DRUGS FOR PEOPLE OVER 65 AND OTHER PERSONS DETERMINED TO HAVE A SUBSTANTIAL NEED.

SA 3 TO SA 1 - IN SECOND QUESTION, REDIRECTS 10 PERCENT OF FUNDS FROM EMERGENCY BUDGET RESERVE FUND TO EARLY INTERVENTION AND PREVENTION OF ILLNESS PROGRAMS FOR CHILDREN.

SA 4 TO SA 1 - IN SECOND QUESTION, PROHIBITS ANY TOBACCO FUNDS USED FOR RESEARCH IN WHICH ANY ENTITY PROFITS FROM PROVIDING FETAL OR BABY PARTS OR TISSUE FROM ABORTIONS.

SA 6 TO SA 1 - IN SECOND QUESTION, SPECIFIES THAT FUNDS FOR HEALTH CARE SHALL INCLUDE FUNDING FOR LONG-TERM CARE SERVICES FOR THE ELDERLY.
