HB 1948 (Truly Agreed) Changes law regarding permits for concrete pump trucks, length limits for dromedary units and auto insurance

CCS/SCS/HB 1948 - This act includes concrete pump trucks in the definition of "special mobile equipment". The Department of Transportation will be required to issue single or annual special use permits for concrete pump trucks or well-driller equipment. Such equipment, when permitted, may be operated on all roads and highways of the state at any time on any day. The department will set fees for the issuance of the permits.

This act also defines a "dromedary" as a truck-tractor designed for pulling other vehicles and which may carry part of the load when operating independently, but when attached to a semi-trailer, supports a part of the weight. A dromedary and semitrailer on state highways may operate with an overall length of 60 feet. On interstate highways systems of the state, such vehicles' overall length will be the length of the dromedary plus a trailer not to exceed 53 feet. This portion of the act is similar to HB 1442 and SB 633 (2000).

This act exempts owners of inoperable motor vehicles or vehicles being stored and not operated from maintaining liability insurance. The act further specifies that the Director of Revenue, when informed by the motorist insurance database that a motorist is not complying with the mandatory insurance laws, shall not suspend an owner's registration, if the owner proves to the Director of Revenue that the vehicle was inoperable or was being stored and not operated on the date proof of insurance was required. This portion of the act is similar to SB 1051 (2000).
