SCS/HB 1396 This act harmonizes many of the procedures of the governing boards of public colleges and universities. It provides that the student representative on the governing boards of public colleges and universities shall be treated consistently and extends consistent confidentiality rules to all members and representatives on such governing boards. It also makes several technical and corrective changes.

The Senate Committee Substitute also includes a provision declaring February "Missouri Lifelong Learning Month". This provision is identical to SB 877.

This act also creates a Spinal Cord Injury Research Advisory Board, appointed by the Board of Curators of the University of Missouri system, to award grants of up to $50,000 for spinal cord injury research. Preference for such grants is given to new researchers in the area of spinal cord injury. This provision is identical to SB 986.

The act also removes the prohibition on the University of Missouri charging "tuition". This provision is identical to SB 953.
