CCS/SCS/HCS/HB 1142 - This act eliminates the fee for a special permit to move oversized loads of farm products on state and federal highways between sunset and sunrise.

This act modifies Section 304.170, RSMo, to exempt the movement of farm products from the width, length, and height restrictions of the section so as long as it is for a short distance.

Dromedary units are exempt from certain length restrictions. Under current law, other combination vehicles cannot exceed an overall length of 65 feet on primary or interstate highways. This act removes the dromedary unit from this restriction. This act is similar to SB 633 (2000).

This act changes the law relating to the repurchase of farm machinery upon termination of the dealer contract. The definition of farm machinery is expanded to include industrial maintenance and construction equipment as well as outdoor power equipment used for landscaping and grounds maintenance.

Current law does not extend this same repurchase requirement to repair parts with limited storage life, repair parts in undamaged packages, and single parts priced as a set of two or more items. This act includes such items for repurchase for all of the dealerships listed above. This portion of the act is similar to SCS/SB 779 (2000).

Under this act, soy diesel, soy oil products and ethanol shall be considered commodities for purposes of Section 34.070, RSMo, which establishes a state purchasing preference for Missouri products.
