SB 928 - This act makes numerous changes to the Missouri State Employees Retirement System and the Highways and Transportation Employees' and Highway Patrol Retirement System.

Section 104.010 - Limits one day of creditable service or creditable prior service to one calendar day of eligible service credit.

Section 104.090 - Allows retirees in closed plan to name a new spouse as beneficiary subsequent to retirement.

Section 104.103 - Changes effective date for "pop-up" benefit for joint and full option from receipt of written application to month following death of spouse.

Section 104.140 - Removes the 2-year marriage requirement for benefits for death prior to retirement and allowing a new benefit if death is a result of an injury or disease arising out of the employee's job.

Section 104.335 - Removes the 1-year waiting period for combining prior period of vested service with current membership service.

Section 104.345 - Allows current members to include creditable prior service as a circuit clerk, deputy circuit clerk or division clerk under certain conditions.

Section 104.350 - Removes the 1-year waiting period for restoration of forfeited service.

Section 104.372 - Removes the 2-year marriage requirement for certain benefits to surviving spouses of General Assembly members and elective state officials.

Section 104.380 - Removes the 1-year waiting period for counting additional creditable service for retirees who are reemployed.

Section 104.395 - Removes the 1-year marriage requirement before allowing retirees to elect surviving spouse benefits under certain conditions.

Section 104.420 - Removes the 2-year marriage requirement in case of death of member before retirement benefits are payable to surviving spouse.

Section 104.515 - Allows the Highways and Transportation Employees' and Highway Patrol Retirement System or the Highways and Transportation Commission to contract for $5,000 death benefit in order to avoid federal income tax applications. Present federal tax law considers a direct death benefit to be income while a life insurance benefit is not considered income.

Section 104.517 - Increases state-paid life insurance for employees to annual pay with a minimum of $15,000.

Section 104.610 - Designates surviving spouses as special consultants who had failed to meet the 2-year marriage requirement in case of the death of the member's spouse before retirement benefits are payable.

Section 104.1015 - Allows certain retirees under the closed plan to elect a full unreduced benefit or one of the options for a surviving spouse under the Year 2000 Plan.

Section 104.1024 - Allows the temporary annuity in the Year 2000 Plan to be given to uniformed members who retire due to attaining the age of 60 with five years of credited service. Indicates that "full" years of credited service will be used for calculating a life annuity.

Section 104.1027 - Removes the 1-year marriage requirement from surviving spouse option and from circumstances to elect new option for new spouse.

Section 104.1042 - Removes receipt of federal Social Security disability benefits as preventing payment of temporary annuity.

Section 104.1072 - Allows Highways and Transportation Employees' and Highway Patrol Retirement System to request the Highways and Transportation Commission assistance in providing life insurance benefits in Year 2000 Plan. Increases state paid life insurance for employees to annual pay with minimum of $15,000.

Section 104.1090 - Clarifies circumstances where an active employee may receive additional credited service for previous public employment.
