SB 1049 - The act prohibits water companies serving multiple, separate service areas from charging ratepayers for capital costs associated with a water plant not physically located in and not directly serving such ratepayers' area, while requiring that operating costs be allocated to the rate base served. Any resident of Jasper or Franklin Counties who lives in a water district but who is unable to receive services from such district may opt out of the district, but shall compensate the district for any costs it incurred by attempting to provide service to such a resident.
