Current Bill Summary

SB 1010 - This act establishes a blindness education program and fund. A new Section 192.936 creates the Blindness Education, Screening, and Treatment Program Fund (Fund) to enable the Department of Health to develop education and awareness programs. The programs will emphasize blindness prevention and will provide screening and treatment for persons who do not have adequate health care. The Department may contract with non-profit organizations for the provision of services and may develop rules outlining program eligibility.

Sections 301.020 and 302.171, regarding application for a driver's license and registration, are revised. Both sections contain new language allowing applicants to make a $1.00 donation to the Fund to promote a blindness education program. Only one percent of the Fund may be used for administration costs.

This act has a delayed effective date of January 1, 2001.

This act is substantially similar to HB 1754 (2000) and SCS/HB 1568 (TAT). This act is included in SB 721 (TAT).
