The Missouri Senate Appropriations Committee Staff is seeking qualified candidates for the position of budget analyst. The employee in this position assists in the development of the state budget, serves as primary staff for the Appropriations Committee, and provides budget and program analyses to the committee and to individual members. Analysts are expected to develop a thorough knowledge of state agency budgets and programs.

• Evaluates, analyzes, and reviews assigned state agency budgets for conformance with state statutes, rules and legislative intent.
• Assembles fiscal and statistical data for use in evaluation of agency programs and funds.
• Prepares reports and presents data of agency programs and expenditure of funds to members of the Missouri Senate.
• Uses and maintains analytic resources.
• Prepares in-depth analysis and research on an ad hoc basis.

• Knowledge of principles and procedures of budget administration, including government procedures, practices and objectives.
• Knowledge of principles and practices of public administration.
• Knowledge of research methods including the use of statistics and data collection.
• Ability to organize and carry out complex assignments.
• Ability to present research/analysis in oral, written and graphic form.

College degree in public or business administration, accounting, economics, or a related field, and excellent oral and written communication skills are required. Graduate degree or professional certification in related field and budget experience are preferred.

The employee in this position performs highly specialized professional work in the areas of economic forecasting, planning, and analysis pertaining to the various facets of state fiscal conditions and policy, assists in the development of the state budget, and as primary staff for the Appropriations Committee, provides budget and program analyses to the committee and individual members.

Examples of Work

• Evaluates, analyzes, and reviews economic data and state revenues for use in forecasting, planning and analysis, and assigned state agency budgets for conformance with state statutes, rules and legislative intent.
• Assembles and maintains econometric, fiscal, statistical, analytic, and other data and resources for use in the evaluation of state revenues, agency programs and funds.
• Prepares, provides, and presents in-depth analysis, research, reports, technical assistance and data regarding state revenues, agency programs and expenditure of funds to members of the Missouri Senate on an ad hoc basis.

• Knowledge of economics, econometrics, and economic resources.
• Knowledge of forecasting and research methods including the use of statistics and data collection.
• Knowledge of principles, practices and procedures of public and budget administration, including government procedures, practices and objectives.
• Ability to organize and carry out complex assignments.
• Ability to present research/analysis in oral, written and graphic form.
