HCS/SCS/SB 765 - This act creates a plethora of speciality license plates.

RESPECT LIFE LICENSE PLATES - Allows any person to receive a "Respect Life" license plate after contributing $25 to the Missouri Alternatives to Abortion Support Fund. This act requires the Director of Revenue to issue and display sample of the license plate in state registration offices. This act also establishes a fund within the state treasury. The fund will consist of moneys appropriated to it by the General Assembly and from the $25 contributions. The purpose of the fund is to provide and promote alternatives to abortion. This act is similar to SB 498 (1999) and SB 701 (2000).

ADVISORY COMMITTEE FOR SPECIALTY LICENSE PLATES - This act establishes an advisory committee within the Department of Revenue to develop guidelines for the issuance of special personalized license plates. The guidelines shall be implemented by the Director of Revenue no later than July 1, 2001.

POW/MIA LICENSE PLATES - This act allows individuals to receive a POW/MIA specialized license plate to honor those who were prisoners of war or are now listed as missing in action. The specialized license plate will cost $15 in addition to regular registration fees. This portion of the act is similar to SCS/SB 765 (2000).

NATIVE AMERICAN LICENSE PLATES - Allows any Native American to receive a specialized license plate bearing the words "NATIVE AMERICAN" and the specific name of his/her tribe. The specialized plate will cost $15 plus regular registration fees. This part of the act is similar to SB 545 (2000).

WILSON'S CREEK BATTLEFIELD LICENSE PLATES - Allows individuals to get special license plates to help the Wilson's Creek National Battlefield Foundation. A $25 emblem use contribution would be made annually to the Foundation by any individual wanting the special plates. All other normal fees would apply, including the fee for personalized plates. This part of the act is similar to SB 628 (2000).

MYSTIC SHRINE LICENSE PLATES - Allows members of the Ancient Arabic Order, Nobles of the Mystic Shrine of North America to apply for a specialized license plate. Any person desiring a license plate bearing the emblem of the Shrine shall pay a $25 emblem use fee to the Shrine Temple and $15 in addition to regular registration fees to the Department of Revenue. This part of the act is similar to SB 728 and SB 834 (2000). There is no fee for the personalization of such specialty plate.

KOREAN WAR VETERAN LICENSE PLATES - This act allows owners of vehicles, other than owners of apportioned motor vehicles or commercial motor vehicles in excess of 18,000, to apply for Korean War Veteran license plates. Under the current law, only owners of passenger motor vehicles or owners of non-local property carrying commercial motor vehicles between 9001-12,000 pounds may apply for a Korean War Veteran license plate. There shall be no charge for the personalization of a Korean War Veteran license plate. This part of the act is similar to SB 832 (2000).

ARMED FORCES EXEMPTION - This act exempts retired members of the United States armed forces, Coast Guard or reserve, Merchant Marine, or Missouri National Guard from paying the additional fee for personalized license plates.

BRONZE STAR LICENSE PLATES - Allows those who have been awarded the Bronze Star to apply for a Bronze Star license plate. To receive such a plate, the person must pay $15 in addition to regular registration fees. There is no fee for the personalization of such plate.

COMBAT MEDIC LICENSE PLATES - Allows those who have combat medic badge to apply for a Combat Medic license plate. To receive such a plate, the person must pay $15 in addition to regular registration fees. There is no fee for the personalization of such plate.

DESERT STORM/DESERT SHIELD LICENSE PLATES - Allows Desert Storm veterans to apply for Desert Storm license plates. To receive such a plate, the person must pay $15 in addition to regular registration fees. There is no fee for the personalization of such plate.

MISSOURI FEDERATION OF SQUARE AND ROUND DANCE LICENSE PLATES - Allows persons to obtain a Missouri Federation of Square Dance license plate. After paying a $5 contribution fee to that organization, the person may obtain the specialty plate by paying $15 in addition to regular registration fees. There is no fee for the personalization of such plate.

MISSOURI CORONERS AND MEDICAL EXAMINERS ASSOCIATION PLATES - After paying a $25 emblem use fee to the Missouri Coroners' and Medical Examiner's Association, and paying $15 in addition to regular registration fees, the person shall be issued the personalized plate. There is no fee for the personalization of such plate.

MISSOURI 4-H LICENSE PLATES - Allows members of the Missouri 4-H to receive Missouri 4-H license plates after paying $15 in addition to regular registration fees. There is no fee for the personalization of such plate.

CONGRESSIONAL MEDAL OF HONOR LICENSE PLATES - Exempts persons who have been awarded the Congressional Medal of Honor from paying fees for the issuance of the specialized plates, including personalization fees.

FALSE STATEMENT TO THE DIRECTOR OF REVENUE - Any person who makes a false statement or declaration to the Director of Revenue regarding the registration of a motor vehicle is guilty of a Class A misdemeanor which is punishable up to $1,000 and 1 year in prison.

FORMER PRISONER OF WARS - Exempts former prisoners of war from paying a personalization fee.

FIRE PROTECTION DISTRICT LICENSE PLATES - Exempts fire protection district members from paying personalization fees.
