Current Bill Summary

SB 1083 - This act establishes a Needle Exchange Program within the Department of Health. The Program will attempt to reduce HIV transmission by providing sterile needles and will encourage participants to seek substance abuse counseling. The Department may legally possess and distribute hypodermic needles or syringes as part of the Program. All records associated with the Program will be closed.

This bill is substantially similar to HB 320 (1997).
