Legislative Highlights from the Missouri Senate
Week of April 27, 2015

Senator Schaefer discussing Senate Concurrent Resolutions 21, 19 & 23 on the Senate floor.

This week Senate Concurrent Resolution 14 was presented to and passed by the Select Committee on Commerce in the House of Representatives. Senate Bill 110 was approved by the Emerging Issues Committee and then referred to the Select Committee on General Laws, and Senate Bill 210 was passed by the House of Representatives Select Committee on Budget.

The Senate passed Sen. Bob Dixon’s (R-Springfield) Senate Bill 433 with a bipartisan vote of 27-6, adopting a Compact for a Balanced Budget. Currently, every child born in the United States acquires nearly $710,000 of debt; $60,000 for the national debt and $650,000 contributed to unfunded spending programs. Future generations will eventually become victims of taxation without representation if we permit the federal government to continue to disregard our dignity and the dignity of our children. As it stands now, Missouri would be the fifth state to pass legislation for a Compact for a Balanced Budget if it is approved by the House. It takes 34 states to pass the Compact for a Balanced Budget for it to have any effect on the federal government.

The goal is to impose a constitutional debt limit that cannot be increased without the approval of a majority of state legislatures. Senate Bill 433 will now be considered by the House of Representatives.

My discussion on Senate Concurrent Resolutions 21, 19 & 23 from last week has been featured on the blog of the Convention of States website. Click here to view the blog that features a video of the discussion.

Mike Alden was presented with a resolution on the Senate floor for his service as the Athletic Director for the University of Missouri. Mr. Alden is the second longest tenured athletic director in Mizzou history and was named the National Association of Collegiate Directors of Athletics, Athletic Director of the Year in 2008. With a self-funded program, Mike grew the athletic budget from $13.5 million in 1998 to a record of $85 million. He was also vital to Mizzou’s transition into the Southeastern Conference, and hired Gary Pinkel, who has become the winningest coach in Mizzou football history.

Did you know...?

This year marks 40 years since Schoolhouse Rock! aired the segment “I’m Just A Bill”. The main character, Bill, walks the audience through the process of how a bill becomes a law. Bill is also one of the only characters to appear in more than one major Schoolhouse Rock! cartoon.
