Senator Munzlinger Highlights Legislative Victories for Constituents

JEFFERSON CITY — State Sen. Brian Munzlinger, R-Williamstown, is thanking everybody involved with helping to get several key pieces of legislation across the finish line and to the governor’s desk this year.

"When I traveled the district last year, after session, I heard from constituents who were frustrated with government and the shenanigans that were played with their tax dollars, privacy and Second Amendment rights,” Sen. Munzlinger said. “I took their concerns and ideas back to the office, drafted language and worked with others to address those concerns. I helped author legislation that includes better tracking and transparency of your tax dollars, allows state employees to have firearms in their vehicles and allows sheriffs a process to collect bad debt from prisoners. All of these measures protect the rights of individual citizens and their tax dollars."

Among the measures signed into law this year by the governor:

  1. Senate Bill 16 was signed by the governor on May 10. The measure will exempt farm work performed by children under 16 from certain child labor requirements.
  2. Senate Bill 17 was signed into law on July 11. This legislation will establish the Career and Technical Education Advisory Council and the Advisory Council on the Education of Gifted and Talented Children. It will also remove the sunset on individuals to obtain teacher certification based on certification by the American Board for Certification of Teacher Excellence. It removes the sunset for the “25 and out” retirement provision for PSRS and extends the sunset on the increase factor for working over 31 years to July 1, 2014.
  3. Senate Bill 42 will modify provisions relating to county sheriffs and create procedures and policies for unpaid debts to county jails.
  4. Senate Bill 89 will allow certain nursing home districts to establish senior housing.
  5. House Bill 116 will require agencies to track federal fund usage and the governor to report withholdings. This legislation will also remove the auditor from the Board of Fund Commissioners.
  6. House Bill 533 will change the laws regarding firearms.
  7. House Bill 542 will change certain laws regarding agriculture. The final version also contains portions of other legislation, including Senate Bills 9, 228, 342 and 373.

In addition, Sen. Munzlinger was instrumental in language pertaining to the transfer of conceal-carry issue responsibilities away from the Missouri Department of Revenue to the county sheriffs’ offices in Senate Bill 75, which was signed into law on July 12.
