JEFFERSON CITY — Prior to recessing for the legislative spring break, the Senate passed Senate Bill 125, sponsored by Sen. Jamilah Nasheed, D-St. Louis, sending it to the House for similar consideration. The legislation is one of several education bills sponsored by Sen. Nasheed, which are intended to raise the quality of public education. SB 125 would bring the St. Louis School District in line with other school districts throughout the state with respect to the process for terminating incompetent teachers. Upon the General Assembly returning from break, the House read in SB 125 and referred it to the House Elementary and Secondary Education Committee. In terms of the legislative process, once the bill is given the green light from that committee, it will be debated on the House floor and voted on for passage.

With the spring break representing the half-way mark of the legislative session, Sen. Nasheed has 16 pending bills working their way through the legislative process. These bills include legislation to expand Medicaid, to require labeling of genetically modified food, and to expunge certain criminal records of non-violent offenders to prevent past indiscretions from keeping a person from getting a job. The legislative process involves a bill receiving a hearing and an affirmative vote before a Senate committee before it can go to the Senate Floor for debate. Sen. Nasheed has formally requested that all her bills be assigned to a committee for hearings.

Sen. Nasheed’s legislation to provide St. Louis City’s Treasurer’s Office operational flexibility in collecting parking meter violations — Senate Bill 423 — will be heard on April 3 before the Senate Jobs, Economic Development and Local Government Committee, one of the committees of which Sen. Nasheed is a member. SB 423 would combine the parking enforcement and parking meter divisions under the single heading of a parking operations division. This legislation will enable more funds for the city.
