FISCAL ANALYSIS
ASSUMPTION
Officials from the Department of Higher Education state this proposal does not present a fiscal impact to their agency. The cost of the study will, however, impact General Revenue up to $200,000.
Officials from the University of Missouri estimate that a period of twelve months will be required to complete the study. Estimates are based on a recognition of the complexity of gambling, problem gambling, and the fact that the societal impact of problem gambling and documenting the number of underage problem gamblers cannot be determined in a straightforward, direct manner, but will instead require creative research methods. In addition, computer linkages to and analysis of various data sets relating to public assistance, employment productivity and related impact issues will be required.

Officials from the Department of Social Services (DOS) states the resolution requires all state agencies to furnish the Director of the University Department conducting the study with the information

considered necessary by the director to carry out the study. Since the study is to include "social service costs" it is conceivable that information would be requested from DOS. DOS assumes it could provide this information with existing resources. Therefore, there would be no fiscal impact to their agency.
Officials from the Missouri Gaming Commission, Missouri Lottery Commission, Department of Mental Health, Central Missouri State University, Southwest Missouri State University and Truman State University each assume the proposal would not fiscally impact their respective agencies.
Since the report is due to the Governor and the General Assembly not later than January 31, 2004, Oversight assumes the appropriation to fund the study, of up to $200,000, would occur in FY 2003.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This resolution authorizes the Joint Committee on Wagering and Gaming to solicit state universities to bid to conduct a comprehensive legal and factual study of pathological or serious problem gamblers and problem gamblers in this state.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
