ASSUMPTION
Officials from the County Employees' Retirement System (CERF), Prosecuting Attorneys Retirement System, Missouri State Employees Retirement System and Office of Prosecution Services assume the proposed legislation would appear to have minimal or no fiscal impact on their agencies.
The Joint Committee on Public Employee Retirement indicates that this legislation does not represent a "substantial proposed change" in future plan benefits as defined in Section 105.660(5), and as such, an actuarial cost statement is not required.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This act allows for transfers of creditable service between the Judicial plan and Prosecuting Attorneys plan in certain circumstances.
The act also allows judges with at least ten years service to receive additional credited service for previous employment with the state in certain circumstances.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
