ASSUMPTION
Officials from the Barton County Memorial Hospital and Department of Social Services assume the proposed legislation will have no fiscal impact to their organizations.
Officials from the Department of Health and Senior Services (DOH) stated there would not be any additional cost to the DOH. A newborn screening reporting and case management system has already been developed and will be in place to track babies' hearing screening status. During the writing of the rules for the newborn hearing screening program, it was learned that the current statute language does not allow the transfer of responsibility for completion of the newborn hearing screening when a newborn is transferred to a different facility for further acute care. This is the practice among hospitals. The proposed statute change is designed to clarify the facility responsibility when this situation occurs.
Officials from the Cass Medical Center, Cooper County Memorial Hospital, Excelsior Springs Medical Center, Lincoln County Memorial Hospital, Pemiscot Memorial Hospital, Phelps County Regional Medical Center, Ray County Memorial Hospital, Samaritan Memorial Hospital, and Ste. Genevieve County Memorial Hospital did not respond to our request for a statement of fiscal impact.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This act allows the continuation of a newborn hearing screening from one facility to the next. Currently, Section 191.925, RSMo, requires health care facilities to perform hearing screenings on newborns

prior to discharging them. This act requires the continuation and completion of a hearing screening at a different facility if the newborn is transferred. The transferring facility must notify the receiving facility of the need for completion of the screening.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
