ASSUMPTION
Officials of the Office of Secretary of State assumes fiscal impact would depend upon the number of documents that a foreign government would require of adopting couples. The fiscal impact could be a positive or a negative Unknown, however, fiscal impact (either positive or negative) in a given year would not exceed $40,000.
Officials of the Department of Social Services assumes no fiscal impact.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This act provides that the Secretary of State would not be allowed to collect fees for processing apostilles, certifications, and authentications prior to the placement of a child for adoption in excess of $100 per child, per adoption, or per multiple childern to be adopted at the same time.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
