FISCAL ANALYSIS



ASSUMPTION



Officials from the Department of Public Safety - Director's Office (DPS) state that they will commission and license railroad police instead of the Highway Patrol. DPS states the number of railroad police is small, therefore resulting in a minimal fiscal impact. DPS assumes expenses of roughly $550 per year for application review, exams, licenses and commissions.



Oversight assumes DPS can absorb the anticipated expenses resulting from this proposal.



Officials from the Department of Public Safety - Missouri Highway Patrol, Department of Transportation and the Department of Economic Development - Division of Motor Carriers and Railroad Safety each assume no fiscal impact from the proposal.

No direct fiscal impact to small businesses would be expected as a result of this proposal.







DESCRIPTION



This proposal requires that railroad policemen be commissioned by the Director of the Department of Public Safety. "Commission" means a grant of authority to act as a peace officer.



This proposal requires all railroad policemen employed after September 28, 1971, shall be a licensed peace officer in accordance with the provisions of Chapter 590, RSMo.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
