ASSUMPTION



Officials with the Department of Transportation (MoDOT) assume the legislation revises the make-up of the Missouri Highways and Transportation Commission. MoDOT notes the legislation would require some administrative costs for the name change, however, these expenses will be absorbed by MoDOT and no fiscal impact will result from the proposal.

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal would require that members of the State Transportation Commission be appointed by the Governor from among candidates supplied by the House and Senate leadership of each political party. Every two years the Governor would appoint one candidate from each party. Candidates would be appointed by July 1 in even-numbered years. When a vacancy on the Commission occurs, the House and Senate leadership of the political party of the vacating member would submit three candidates for selection within 30 days. The Governor would have 15 days to appoint the new member. The new member would serve only the remainder of the unexpired six-year term of the vacating member. All references to the Highway Commission or the Highways and Transportation Commission and the Department of Highways in the statutes would mean the Transportation Commission and the Department of Transportation.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
