FISCAL ANALYSIS



ASSUMPTION



Officials from the Missouri Senate assume the proposed legislation will have no fiscal impact on their organization. Any costs associated with the legislation would be absorbed in the current appropriations.



Officials from the Department of Social Services, Department of Natural Resources, Office of Attorney General, Department of Economic Development, Office of State Courts Administrator, Department of Health and Senior Services, Office of Administration, Missouri House of Representatives, Office of Lieutenant Governor, Department of Highways and Transportation, Missouri Department of Conservation, Office of the Governor, and Department of Public Safety - State Emergency Management Agency assume the proposed legislation will not fiscally impact their organizations.



Officials from the Department of Mental Health (DMH) stated this bill affects the State Emergency Management Agency and not the DMH. While the DMH would be affected if a bioterrorism event took place in Missouri, this bill's wording does not place any responsibilities which would incur costs upon the DMH.

DESCRIPTION



This act expands the applicability of the emergency powers of the Governor to acts of bioterrorism that present a clear and present danger to the safety and welfare of the inhabitants of this State.
