ASSUMPTION
Officials from the Missouri Gaming Commission (GAM) state it is difficult to predict the potential revenue lost from the inability to implement a new type of gaming, and therefore, assume an unknown loss of revenue as a result of this proposal.
Officials from the Office of Administration - Budget and Planning state this proposal should not result in additional costs or savings to their agency.
Officials from the Office of the Secretary of State assumes this proposal would not fiscally impact their agency.
Oversight assumes this proposal may impact future gaming revenues if no new games are authorized. Therefore, Oversight has ranged the fiscal impact from $0 (new games authorized by General Assembly or voters) to Unknown potential loss of future revenues if new games are not allowed. Oversight has reflected this potential loss to the Gaming Proceeds for Education Fund as well as to the home dock cities and counties.

FISCAL IMPACT - Small Business

DESCRIPTION
This proposal prohibits the Gaming Commission, after January 1, 2002, from authorizing any new type of gaming or wagering unless authorized by statute or by approval of the voters.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
